About the New Jersey State Board of Dentistry
New Jersey dental professionals are regulated by the New Jersey State Board of Dentistry, which operates within the Division of Consumer Affairs — a division of the New Jersey Office of the Attorney General (OAG). The Division oversees 51 professional and occupational boards and committees, licensing approximately 750,000 individuals and businesses statewide. Executive Director Joanne Magrath leads the Board.
The Board licenses dentists, dental hygienists, registered dental assistants, residents, and issues specialty and anesthesia permits. All New Jersey dental licenses are renewed on a biennial (two-year) cycle.
The Board holds regular public meetings conducted electronically. An alert posted in May 2026 noted that rules governing Schedule II controlled substance prescriptions via telemedicine were updated to address specific patient populations including cancer patients, hospice care, long-term care residents, and those receiving substance use disorder treatment.
Dental license types in New Jersey
The New Jersey State Board of Dentistry issues licenses, registrations, and permits under the Division of Consumer Affairs. Continuing education requirements are set by regulation at N.J.A.C. 13:30-5.1 (dentists), N.J.A.C. 13:30-5.2 (hygienists), and N.J.A.C. 13:30-5.3 (dental assistants and limited registered dental assistants in orthodontics).

Applying for a New Jersey dental license
New Jersey dental license applications and renewals are administered by the Division of Consumer Affairs. Applicants and licensees access the licensing system through the Division's online portal.
Before applying

- Gather required documentation — examination results, educational transcripts, background check authorization, and proof of good standing from any jurisdiction where you hold or previously held a dental credential.

License renewal
All New Jersey dental licenses are renewed on a biennial (two-year) cycle. Renewal notices are sent in advance; continuing education attestation is required at renewal. Renewal requirements
At biennial renewal, licensees must:
- Complete the applicable continuing education requirements under N.J.A.C. 13:30-5.1, 5.2, or 5.3 for your license type.
- Submit the renewal application and fee through the Division of Consumer Affairs portal before the expiration date.
- Specialty and anesthesia permit holders must renew those permits on the same biennial cycle as their underlying dental license.
Continuing education for New Jersey dental licenses
New Jersey requires continuing education for dental license renewals. CE requirements are set by rule for each credential type and must be satisfied within each biennial renewal cycle:
- Dentists — CE requirements under N.J.A.C. 13:30-5.1.
- Dental hygienists — CE requirements under N.J.A.C. 13:30-5.2.
- Dental assistants and limited registered dental assistants in orthodontics — CE requirements under N.J.A.C. 13:30-5.3.
Telemedicine and controlled substances
As of May 2026, rules governing Schedule II controlled substance prescriptions via telemedicine were updated by the New Jersey Division of Consumer Affairs for specific patient categories (cancer patients, hospice care, long-term care residents, and substance use disorder treatment). Dental professionals who prescribe controlled substances should review the current N.J.A.C. 13:30 rules for any updates that affect their practice.
Scope of dental practice in New Jersey
Dental practice in New Jersey is governed under N.J.A.C. 13:30 — the New Jersey Administrative Code applicable to the State Board of Dentistry. The regulations define authorized practice for each license and permit type, and are administered by the Division of Consumer Affairs.
Specialty practice
Dentists who restrict their practice to an ADA-recognized specialty must hold a New Jersey specialty permit in addition to their dental license. Specialty permits are issued for endodontics, oral and maxillofacial surgery, oral pathology, orthodontics, pediatric dentistry, periodontics, prosthodontics, and dental public health.
Anesthesia and sedation tiers
New Jersey regulates anesthesia and sedation in four permit tiers, each with progressively greater training, equipment, and oversight requirements:
- Local Anesthesia — base level; required for dentists administering local anesthetic in procedures beyond routine care.
- Enteral Sedation — oral/enteral route sedation.
- Parenteral Conscious Sedation — IV route conscious sedation.
- General Anesthesia — highest tier; requires the most extensive training and facility standards.
Multi-location practice (Branch permits)
Dentists and dental hygienists who practice at more than one location must obtain Branch permits for each satellite location, in addition to their primary license. Anesthesia and sedation permits also require separate Branch permits for each location where sedation is administered.
